Once they find evidence, they can attack without any repercussions. Also there is the fact that they wanted the city lord to destroy the Shen family's forces at their home base while their Patriarch and some of the other powerful family members were being distracted by and held back by the banquet. So the key to success in this venture is how long they can keep Shen family patriarch at the banquet while his forces are being destroyed by the city lord. If they are completely destroyed and the City Lord returns, with their combined powers they can destroy the patriarch and his forces easily.
